Makes it unlawful for a person responsible for a child's health, safety, or welfare to intentionally fail to report a child's disappearance to law enforcement within 48 hours; violation is a felony punishable by up to 2 years imprisonment and/or a fine up to $1,000.

Makes it unlawful for a person responsible for a child's health, safety, or welfare to intentionally fail to report a child's death to a physician, law enforcement officer, emergency medical provider, or coroner within 24 hours; violation is a felony punishable by at least 3 years imprisonment and/or a fine of at least $1,500.

Defines "child" as any unmarried person under 18 years of age.

Provides an exception for the death reporting requirement if the death occurs while the child is under the medical care and treatment of a licensed physician.

Declares an emergency, making the act effective immediately upon passage and approval.
