Exempts United States Department of Veterans Affairs approved medical foster homes from regulation under the Residential Care Act, Continuum of Care and Assisted Living Act, Nursing Home Care Act, and Home Care Act.

Modifies the definition of "residential care home" in 63 O.S. 2011, Section 1-820 to exclude VA-approved medical foster homes from the regulatory definition.

Adds medical foster homes approved by the Department of Veterans Affairs to the list of facilities not subject to state health department licensing and oversight requirements.

Clarifies that individuals and organizations providing services in VA-approved medical foster homes are exempt from home care licensing requirements under the Home Care Act.

Effective date: November 1, 2012.
