HB 2268 Summary

• Amends 47 O.S. 2011, Section 14-103G to authorize the Department of Public Safety to issue annual vehicle permits for oversize or overweight loads that cannot be reasonably dismantled.

• Establishes three permit categories with different restrictions: general oversize loads (12 feet width, 14 feet height, 110 feet length, 120,000 pounds max); motor carrier permits (transferable between fleet vehicles); and portable building permits ($500 annual fee, 56,000 pounds max weight).

• Permits are nontransferable initially but may be transferred between vehicles in limited circumstances, such as when the original vehicle is destroyed, permanently inoperable, or the title is transferred to another party.

• Sets the annual permit fee at $4,000 for general permits and $500 for portable building permits, both nonrefundable, with permits valid for one calendar year.

• Becomes effective July 1, 2012, with an emergency clause declaring the act immediately necessary for preservation of public peace, health, and safety.
