Amends 10 O.S. 2011, Section 7503-2.1 to modify the minimum age requirement for parental consent to adoption from 16 years old to 18 years old.

A parent who is 18 years of age or older is deemed capable of giving consent to adoption of a minor, and parents born out of wedlock under 18 must obtain consent from their legal guardian or parents before a district court judge.

Requires court findings and notice procedures when consent cannot be obtained from required individuals, including a 10-day notice period before adoption can be granted without consent.

Maintains existing requirements that minors age 12 or older must consent to their own adoption unless the court finds it not in the child's best interest.

Effective date: November 1, 2012.
