Amends 10 O.S. 2011, Section 7505-4.1 regarding adoption without parental consent by establishing "due diligence" requirements before notice by publication can be used.

Requires adoption petitioners to file an affidavit documenting specific efforts to locate missing parents, including: certified mail to last-known address, contacting friends/family/employers, checking phone directories and property tax listings, using private investigators and internet searches, and searching court records in and out of state.

Amends 43 O.S. 2011, Section 105 regarding divorce proceedings to establish identical due diligence requirements when serving notice by publication on a respondent whose whereabouts are unknown.

Allows notice by publication in adoption cases only after the court determines the parent's identity is known but whereabouts are unknown and due diligence efforts have been documented.

Effective date: November 1, 2012.
