Amends 21 O.S. 2011, Section 1290.8 regarding the Oklahoma Self-Defense Act and concealed handgun licenses.

Modifies notification requirements for concealed handgun licensees during contact with law enforcement by requiring identification only when specifically asked by an officer during arrest, detainment, or traffic stop.

Changes the penalty for failing to identify concealed handgun possession from a fine not exceeding $500 and/or up to 90 days in jail to a fine of $100, with additional administrative penalties including 6-month license suspension.

Clarifies that individuals without a handgun in their possession or in their vehicle are not required to identify themselves as licensees to law enforcement.

Effective date: November 1, 2012.
