Establishes the "Regional Water Planning Act" requiring Oklahoma to be divided into a minimum of 13 regional water planning areas with regional water plans developed by the Oklahoma Water Resources Board by January 1, 2013.

Regional water planning groups must be formed with representatives selected by county commissioners and conservancy districts, with additional members designated to represent agricultural, environmental, municipal, industrial, and other stakeholder interests.

Each regional water plan must address water supply sources, drought management strategies, water conservation, environmental protection, and feasibility of water transfers, interbasin transfers, and emergency water provisions.

Requires public hearings and opportunities for input before plan adoption; regional plans must be submitted to the Board for approval and inclusion in the state water plan by September 1, 2015, with updates every five years.

The Board may only provide financial assistance for water supply projects beginning September 1, 2015, if an approved regional water plan exists for that region and the project is consistent with that plan.
