Creates criminal offense for failure to report child disappearance within 48 hours to law enforcement; punishable by up to 1 year jail and/or $500 fine.

Creates criminal offense for failure to report child death within 24 hours to physician, law enforcement officer, emergency medical provider, or coroner; punishable by up to 1 year jail and/or $500 fine.

Defines "child" as any unmarried person under 18 years of age.

Exception provided: person not guilty if child's death occurs while under medical care and treatment of duly licensed physician.

Declares emergency clause for immediate passage and implementation upon approval.
