• Modifies textbook adoption exemptions: School districts are exempted from appointing textbook committees, adopting textbooks, and submitting textbook plans for fiscal years ending June 30, 2013 and 2014 (previously 2011 and 2012).

• Expands textbook allocation flexibility: During fiscal years ending June 30, 2013 and 2014, school districts may use allocated textbook funds for any purpose related to school district support and maintenance (previously 2011 and 2012).

• Takes effect July 1, 2012, and is declared an emergency measure requiring immediate passage.
