Amends 19 O.S. 2011, Section 333 regarding county commissioners' duties and authority.

Restricts outgoing county commissioners from acquiring machinery, equipment, or approving expenditures beyond routine operating costs after failing to seek reelection or losing election.

Mandates that outgoing commissioners must execute payment of all outstanding county obligations and keep lease-purchase/rental payments current through their term's end.

Makes commissioners personally liable and liable on their official bond for violations of these mandatory duties.

Effective date: November 1, 2012.
