HB 2373 Summary

• Amends 19 O.S. 2011, Section 349 to authorize county commissioners to execute deeds conveying county-owned lands to the United States, state, political subdivisions, public trusts, community action agencies, or councils of governments for public purposes including forest reserves, game preserves, national parks, irrigation projects, and public buildings.

• Authorizes county commissioners to convey surplus county lands within city or town corporate limits to municipalities for any lawful purpose, with liens and encumbrances remaining attached to the property.

• Permits county commissioners to gift or transfer county lands to nonprofit organizations for affordable housing construction if the organization has relevant experience and a good reputation, the land is deemed surplus by majority vote at a public hearing, and no county officer has a personal interest in the transaction.

• Requires nonprofit organizations receiving land for affordable housing to begin construction within 2 years or the land reverts to the county.

• Authorizes county commissioners to execute deeds of county tax resale lands to the Oklahoma Health Care Authority if the Authority holds liens on the property, and requires the Authority to file a lien release upon county request if it declines the land.
