• Amends the Ambulance Service Districts Act by deleting the requirement for counties to submit emergency medical services plans to the State Department of Health by April 1, 2011.

• Reduces the petition signature requirement from 25% to 5% of registered voters for creating a new ambulance service district or annexing territory to an existing district.

• Removes the requirement that petitions state existing services in the county will not be adversely affected and authorizes counties and incorporated towns/cities to raise revenue through various methods including sales taxes, utility fees, and billing for ambulance services.

• Exempts counties and municipalities from the 2% consumer sales tax limitation when levying sales taxes specifically for emergency medical services funding under the Ambulance Service Districts Act.

• Declares an emergency effective date for the law to take effect immediately upon passage and approval.
