HB 2384 Summary

• Removes elementary and secondary schools from the list of prohibited places for concealed handgun license holders under Section 1277 of Oklahoma law, but maintains restrictions on higher education institutions and technology centers.

• Allows handguns to be transported in vehicles on elementary and secondary school property if the handgun is locked, properly stored per law, and the vehicle is only used to transport students to/from school without remaining unattended.

• Permits concealed handgun license holders to carry handguns on elementary and secondary school property with written consent from the board of education or governing entity, or on designated school property areas, provided written consent is carried with the license.

• Modifies penalties for violations involving concealed handgun licensees at schools from permanent license revocation to suspension for three months, and increases administrative fines from $100 to $250.

• Effective date: November 1, 2012.
