Amends Title 74 O.S. 2011, Section 840-5.5 regarding which state positions must be classified versus unclassified service.

Makes specific modifications to Department of Transportation positions: removes the Director of the Oklahoma Aeronautics Commission from unclassified status, adds executive assistants to five Assistant Director positions, increases Project Manager positions from five to ten, and increases Transportation Coordinator positions from five to ten.

Maintains extensive lists of state agencies and positions authorized to remain in unclassified service, including legislative employees, elected officials, judges, higher education personnel, and various state agency department heads and specialized positions.

Effective date: November 1, 2012.
