Amends Title 17 of Oklahoma Statutes to expand the Oklahoma Brine Development Act to include brine produced as a byproduct of oil and gas operations when saved or sold for recovery of chemical substances.

Authorizes the Oklahoma Corporation Commission to regulate brine wells, injection wells for brine disposal, and unitized management of brine production and associated solution gas to prevent waste and maximize recovery of usable resources.

Adds definitions for "brine well," "oil or gas well," and "associated oil or gas production" to clarify that brine from oil/gas wells is only regulated under this act when chemical substances are being extracted from it.

Requires 63% owner consent (acreage and royalty interest) for unitization plans to become effective, with provisions allowing prior pooling agreements or Commission-approved allocation formulas to satisfy consent requirements.

Effective date: November 1, 2012.
