• Amends 47 O.S. 2011, Section 11-1401.2 regarding toll collection and enforcement by the Oklahoma Turnpike Authority

• Modifies toll evasion penalty structure to impose a flat penalty of $25.00 per violation (removes previous tiered system of $25/$50/$75 based on violation frequency within 18 months)

• Maintains existing administrative procedures for toll evasion notice, contestation, administrative review, and collection mechanisms through vehicle registration renewal requirements

• Becomes effective November 1, 2012
