Amends Oklahoma law to authorize district courts to grant reasonable visitation rights to grandparents of unmarried minor children, including great-grandparents.

Requires courts to find either parental unfitness or that the child would suffer harm without visitation, and that the nuclear family has been disrupted through divorce, death, incarceration, custody changes, or other specified circumstances.

Establishes factors courts must consider when determining best interest of the child, including the child's needs, relationship quality with the grandparent, and health of all parties involved.

Mandates courts order an initial mediation upon filing of a visitation petition and during enforcement proceedings, with mediation records submitted to the court for order entry.

Becomes effective November 1, 2012; allows courts to assess attorney fees, costs, and mediation expenses as appropriate and provides contempt of court remedies for violations.
