Amends Oklahoma law to allow concealed handgun license holders to carry handguns in public or private elementary and secondary schools if a policy authorizing this has been adopted by the school board or governing entity.

Clarifies that handguns may be transported in vehicles on school property for hunting or fishing purposes if properly stored, or pursuant to a valid handgun license, provided the vehicle only transports students to and from school and does not remain unattended.

Modifies penalties for violations: administrative fine up to $250 (rather than criminal penalties) for unlawful carry in certain places, and felony charges with potential $5,000 fine and up to 2 years imprisonment for weapons on school property.

Establishes that concealed carry on college, university, and technology center property remains prohibited except in vehicles (if handgun is not removed without prior consent), in authorized areas by policy, or with written consent from the institution's president or administrator.

Effective date: November 1, 2012.
