Changes school board elections from February (or Presidential primary date) to November of odd-numbered years and the first Tuesday after the first Monday in November of even-numbered years

Modifies candidate filing deadline from first Monday in December through the following Wednesday to first Monday in August through the following Wednesday

Shifts runoff elections from first Tuesday in April to second Tuesday in February (or Presidential primary date if applicable)

Adjusts term commencement dates for board members elected after July 1, 2012, with provisions allowing members whose terms were shortened by the election date change to complete their original terms as at-large members

Declares an emergency, making the act effective July 1, 2012
