• Oklahoma Turnpike Authority must conduct a feasibility study for a four-lane spur off the Will Rogers Turnpike to Grove, Oklahoma.

• Oklahoma Turnpike Authority must conduct a feasibility study for upgrading the interchange on the Will Rogers Turnpike at Adair, Oklahoma to allow exit and entry for both westbound and eastbound traffic.

• The Authority is not required to conduct either feasibility study if construction on the respective project has begun on or before October 1, 2012.

• The bill declares an emergency and takes effect upon passage and approval.
