Changes time limit for revoking suspended sentences from 20 days to 30 days after entry of plea of not guilty to revocation petition, unless waived by both state and defendant.

Allows state to dismiss revocation petition without prejudice one time for good cause, with any successor petition required to be filed within 45 days of dismissal.

Requires Department of Corrections to develop a matrix of technical violations and sanctions, with intermediate sanction process available as alternative to revocation for technical violations.

Establishes procedures for violation hearings including separate chain of command for hearing officers, written notice to offenders, electronic recording of hearings, and availability of records to judges and district attorneys.

Becomes effective November 1, 2012.
