• Amends 68 O.S. Section 1364.2 to modify the definition and requirements for special event permits in Oklahoma.

• Special events now explicitly exclude registered farmers markets that operate on a regularly scheduled basis selling nonpotentially hazardous farm products and eggs to the public.

• Establishes that special events do not include events sponsored by churches exempt from federal income tax under Section 501(c)(3) of the Internal Revenue Code.

• Effective date is November 1, 2012.
