Removes requirement for a "standard diploma" designation and instead creates two diploma types: honors diploma (for students completing college preparatory curriculum and demonstrating mastery on standardized tests) and standard diploma (for students completing either college preparatory or core curriculum requirements).

Students entering 12th grade in 2012-2013 school year and later who complete college preparatory coursework and achieve proficient scores on end-of-instruction tests in Algebra I, English II, and two other subject areas receive an honors diploma.

Students completing college preparatory curriculum without achieving required test scores, or completing the alternative core curriculum, receive a standard diploma regardless of test performance.

Deletes the previous requirement that students must demonstrate mastery of state academic content standards to graduate with a standard diploma.

Effective July 1, 2012, with emergency clause for immediate implementation.
