Amends 82 O.S. 2011, Section 862 to update the powers and privileges of the Grand River Dam Authority district.

Authorizes the district to enter into agreements that include indemnification provisions, prohibiting agreements that subject the district to liability from seller negligence or third-party actions.

Requires Board of Directors meeting minutes to reflect the sound business judgment and rational basis before entering into any such indemnification agreements.

Permits designated district employees (General Manager, department heads, and essential employees) to use district-owned vehicles for travel between residence and workplace and for official duty travel.

Declares an emergency, making the act effective immediately upon passage and approval.
