Requires applicants for Temporary Assistance for Needy Families (TANF) to undergo drug testing at their own expense, with no reimbursement for testing costs.

Individuals testing positive for controlled substances are ineligible for TANF benefits for one year, or three years for a second positive test, unless they complete substance abuse treatment.

Exempts applicants age 60 and older and dependent children under 18 from drug testing requirements.

If a parent fails the drug test, their child's TANF eligibility remains unaffected and benefits are paid to a designated protective payee or family member who must also pass a drug test.

Allows reapplication after six months if the applicant completes a substance abuse treatment program, with costs borne by the individual; the Department must provide a list of treatment providers but shall not pay for treatment.
