Creates the Higher Education Outcomes-Based Funding Task Force to study and develop an outcomes-based funding model for Oklahoma higher education institutions that could replace the current enrollment-based funding formula.

Task Force shall study the current enrollment-based funding formula, outcomes-based models used in other states, specific outcomes to include in a new formula, and weight factors for different institution types based on their missions.

Task Force membership consists of 15 members including the Chancellor of Oklahoma State Regents for Higher Education, Secretary of Education, university presidents, faculty members, business representatives, and legislators serving as co-chairs.

Members receive no compensation but may receive travel reimbursement; Task Force shall submit preliminary report by December 31, 2012 and final report by May 31, 2013 to the Governor and legislative leadership.

Act takes effect immediately upon passage and approval, with Task Force authorized to dissolve on May 31, 2013.
