Amends definition of "child pornography" to clarify it includes visual depictions in any format or medium, with each individual image constituting a separate item and multiple copies counted separately.

Updates definitions of "obscene material" and "sexual conduct" to include modern storage formats (solid-state storage, CD, DVD) replacing outdated technological references.

Establishes Internet Crimes Against Children (ICAC) unit within Oklahoma State Bureau of Investigation to investigate child pornography, solicitation of minors, and related offenses.

Authorizes ICAC Affiliate Task Force Agents from local law enforcement to assist with investigations statewide and conduct public education campaigns on safe internet use.

Becomes effective November 1, 2012.
