ENGR. H. B. No. 2520 - Government Reorganization Act

• Enacts the Government Reorganization Act requiring employees sharing position identification numbers for 180+ days to count against full-time-equivalent position limits for state agencies.

• Removes authorization for full-time-equivalent positions that remain vacant for 6+ months without posting; Director of Office of State Finance may grant exceptions with annual reporting required.

• Requires Director of Office of State Finance to publish performance reporting metrics and standards for state agencies including input, output, and outcome measures with at least three performance levels and cost-per-person-served data.

• Mandates annual publication of report identifying lowest performing agencies (bottom 10%) on state Internet portal, with agencies eligible for shared services contracts and ability to appeal findings to State Governmental Technology Applications Review Board.

• Amends 62 O.S. 2011, Section 45.1 to expand Oklahoma Program Performance Budgeting and Accountability Act by incorporating new performance metrics and standards sections 45.11.
