Amends 47 O.S. 2011, Section 7-600.2 to authorize law enforcement officers to access an online verification system to check motor vehicle liability insurance compliance.

Law enforcement may stop a vehicle at any time with probable cause if insurance compliance cannot be confirmed through the online system, and must issue a citation if the operator cannot produce a valid security verification form.

During traffic stops or accident investigations, officers shall access the online system to verify the validity of insurance policies described on security verification forms produced by vehicle operators.

If an operator produces a form that appears valid but is not confirmed by the system, the officer may only issue a citation after a subsequent investigation, and may mail citations if non-compliance is later determined.

The act becomes effective November 1, 2012, and requires insurance carriers to cooperate with the Department of Public Safety in establishing and maintaining the verification system as a condition for writing motor vehicle liability policies in Oklahoma.
