Amends 56 O.S. 2011, Section 230.50 to clarify language regarding the Statewide Temporary Assistance Responsibility System (STARS).

Establishes STARS as an integrated program providing services such as career guidance, job referral, vocational training, child care, literacy development, and medical assistance to help recipients transition to self-sufficiency.

Designates the Department of Human Services as responsible for implementing federal Temporary Assistance for Needy Families (TANF) requirements and STARS programs in coordination with other state agencies.

Requires the Department to submit annual reports to the Legislature detailing applications received, case closures, recipients' work activities, employment outcomes, and other performance metrics related to STARS programs.

Becomes effective November 1, 2012.
