Prohibits state agencies, officials, and political subdivisions from contracting to sell or export surface water or groundwater outside Oklahoma without specific legislative consent and voter approval through a legislative referendum.

Requires that any water export be authorized by legislation ordering a legislative referendum, which must be approved by a majority of voters at the next general or special election before the contract becomes effective.

Exempts water in agricultural crops, animal and dairy products, beverages, and processed or manufactured products from the prohibition.

Excludes pre-existing contracts executed before the bill's effective date that received prior legislative approval and do not exceed 8 million gallons per month.

Declares an emergency clause, making the act effective immediately upon passage and approval.
