Amends 17 O.S. 2011, Section 122 to add a 5-year prohibition on rate review applications and streamlined rate filing procedures for any public utility found to have charged amounts exceeding lawful rates, effective from the date an overcharge refund order is issued.

Amends 17 O.S. 2011, Section 152 to prohibit the Corporation Commission from examining or approving rate review requests from public utilities that were ordered to refund overcharges or fined for federal tariff violations within the previous 5 years.

Updates statutory language to replace "such" with "the" and "insure" with "ensure" throughout both sections for modernized terminology.

Effective date is November 1, 2012.
