Amends 63 O.S. Section 2-309D regarding the Anti-Drug Diversion Act's central repository of controlled substance prescribing information.

Removes State Board of Veterinary Medical Examiners from list of boards with access to central repository information and clarifies that Oklahoma Health Care Authority remains on the list.

Requires registrants (excluding pharmacists) to access and check the central repository upon a patient's initial visit and once annually for each subsequent year of prescribing to that patient.

Exempts pharmacists from being classified as "registrants" for purposes of central repository access requirements.

Establishes confidentiality protections for nonfatal overdose information and shields registrants from liability for damages related to accessing or failing to access the repository.
