Expands in-transit license plates to include trailers in addition to motor vehicles for transporting purposes.

Modifies special license plate provisions, including renaming "Surviving Spouse License Plates" to "Gold Star Survivor/Surviving Spouse License Plates" and clarifying eligibility for surviving spouses of qualified veterans.

Establishes that surviving spouses of veterans who died from service-connected disabilities or related causes are eligible for special license plates if they have not remarried or remarriage was terminated by death, divorce, or annulment.

Maintains the eight dollar ($8.00) fee for special license plates, deposited in the Oklahoma Tax Commission Reimbursement Fund for administration of the Vehicle License and Registration Act.
