Amends 47 O.S. 2011, Section 12-417 (Oklahoma Mandatory Seat Belt Use Act) to modify seat belt requirements for vehicle operators and passengers.

Removes distinction between front seat and all passengers, changing requirement so every passenger in a passenger car must wear a properly adjusted and fastened safety seat belt system.

Allows Commissioner of Public Safety to issue medical exemptions from seat belt requirements for persons with physician-documented medical reasons, with exemption appearing as restriction on driver license.

Maintains existing provisions including exemption for U.S. Postal Service route carriers, no points assessed on traffic records for violations, and maximum fine not to exceed $20.00.

Effective date: November 1, 2012.
