Deletes contingency funding language from the Education Leadership Oklahoma Act (70 O.S. 2011, Sections 6-204.1 and 6-204.2), allowing programs to operate without waiting for specific legislative appropriations.

Extends the moratorium period on accepting applications, awarding scholarships, and providing bonuses under the program from June 30, 2012 to June 30, 2014.

Makes National Board certification salary bonuses and program scholarships unconditional, removing the requirement that funds be "subject to the availability of funds specifically appropriated by the Legislature."

Maintains the $5,000 annual bonus for teachers maintaining National Board certification and provides $500 scholarships to program participants seeking certification.

Declares an emergency and sets an effective date of July 1, 2012 for the changes to take immediate effect.
