• Changes teacher dismissal criteria under Oklahoma law (70 O.S. 2011, Section 6-101.22) by replacing mandatory dismissal language with permissive language for certain evaluation ratings.

• Modifies requirements for career teachers rated "ineffective" for two consecutive years and "needs improvement" or lower for three consecutive years—changes from "shall be dismissed" to "may be dismissed."

• Applies same permissive language change to probationary teachers rated "ineffective" for two consecutive years, allowing (rather than requiring) dismissal.

• Maintains existing grounds for mandatory dismissal including conviction of sex offenses, felonies, and criminal sexual activity or misconduct.

• Effective July 1, 2012, with an emergency clause declaring the act immediately necessary for public peace, health, and safety.
