Establishes the Education Mandates Review Task Force to operate until May 31, 2013, tasked with identifying and studying all state and federal laws establishing mandates for public schools.

Task Force shall document the function, legal source, substance, and funding requirements (federal, state, and local) for each identified mandate law.

Comprises 9 members including the State Superintendent of Public Instruction, Secretary of Education, Director of Career and Technology Education, Office of State Finance representative, Director of Office of Accountability, representatives from statewide superintendent and teacher organizations, one House member, and one Senate member serving as cochairs.

Members receive no compensation or travel reimbursement; staff support provided by House, Senate, and State Department of Education; Task Force may contract with independent consultant if funds available.

Requires submission of preliminary report by December 31, 2012, and final report by May 31, 2013, to the Governor, President Pro Tempore of the Senate, and Speaker of the House of Representatives.
