Changes school board election dates from the second Tuesday in February to November in odd-numbered years and the first Tuesday after the first Monday in November in even-numbered years.

Modifies runoff election dates from the first Tuesday in April to the second Tuesday in February of the following year, with exceptions for Presidential Preferential Primary conflicts.

Shifts candidate filing deadline from the first Monday in December to the first Monday in August through the following Wednesday.

Updates board member term commencement date from July 1, 1992 to July 1, 2012, allowing members elected prior to the change to complete their terms as at-large members if needed.

Effective date is July 1, 2012, with an emergency clause for immediate implementation.
