Creates the Department of Services for Children, Youth and Their Families, effective January 1, 2013, consolidating child welfare services from the Department of Human Services and the Office of Juvenile Affairs under a single agency.

Establishes a Secretary to lead the Department, appointed by the Governor with Senate confirmation, and creates three divisions: Child Protective Services, Youth Rehabilitation Services, and Administrative and Support Services.

Creates a Council on Services for Children, Youth and Their Families with nine members to serve in advisory capacity to the Secretary, composed of five public members and four professional members.

Transfers all property, records, pending cases, contracts, and employees from the Department of Human Services and Office of Juvenile Affairs to the new Department, with employees retaining all accrued benefits and retirement.

Directs the State Auditor and Inspector to audit financial resources transferred to the new Department and requires a Steering Committee to prepare reports on the appropriate scope of services and funding by specified dates.
