Transfers the Northern Oklahoma Resource Center of Enid, Southern Oklahoma Resource Center of Pauls Valley, and Hissom Memorial Center from the Department of Mental Health and Substance Abuse Services to the University of Oklahoma University Hospitals Authority and Trust.

Transfers all powers, duties, personal property, records, equipment, supplies, contracts, and unexpended funds of the three resource centers to the University of Oklahoma University Hospitals Authority and Trust.

Provides employee protections allowing the Authority and Trust to retain Department of Human Services employees, with those hired retaining accrued annual leave, sick leave, and retirement benefits.

Authorizes the Authority and Trust to assume mineral rights, promulgate rules, establish administrative procedures, maintain clinical records, and operate an ombudsman program for residents.

Becomes effective November 1, 2012.
