Changes the school attendance age cutoff date from September 1 to July 1 for children entering kindergarten and first grade, effective in phases beginning with the 2012-2013 school year.

Allows children who reach the required age between July 1 and September 1 to enroll in early childhood programs, kindergarten, or first grade if they pass a school-approved readiness screening (paid for by parents).

Establishes phased implementation: early childhood programs beginning 2012-2013, kindergarten age requirements beginning 2013-2014, and first grade age requirements beginning 2014-2015.

Makes the act effective July 1, 2012, and declares an emergency for immediate implementation.
