Amends the Oklahoma Medicaid Program Reform Act of 2003 by clarifying language related to small businesses and premium assistance programs for health insurance coverage

Authorizes the Oklahoma Health Care Authority to seek waivers from the Centers for Medicare and Medicaid Services to expand premium assistance to employers with up to 250 employees (for-profit) or 500 employees (not-for-profit)

Creates the "Health Employee and Economy Improvement Act (HEEIA) Revolving Fund" to finance premium assistance plans helping eligible employees and small business employees purchase employer-sponsored or state-sponsored health coverage

Directs the Authority to establish procedures for verifying applicant income using Oklahoma Tax Commission records, new hire data, and child support payment data in accordance with federal and state law

Becomes effective November 1, 2012
