Prohibits state higher educational institutions from denying religious student groups any benefits available to other student groups based on the group's religious leadership or conduct standards.

Defines "benefits" to include recognition, registration, use of facilities, communication channels, and funding sources available to student groups.

Applies to institutions within The Oklahoma State System of Higher Education and their student governments.

Allows affected student groups or members to enforce the law through private lawsuits seeking damages, declaratory judgment, and/or injunctive relief.

Effective date: November 1, 2012.
