Modifies the Oklahoma Higher Learning Access Program award amounts for students enrolling after the 2013-2014 school year based on parental federal adjusted gross income, ranging from 50% to 100% of resident tuition.

Establishes six income thresholds ($50,000 to $100,000 annually) that determine the percentage of nonguaranteed resident tuition awards at Oklahoma State System institutions and comparable amounts at private institutions.

Removes language requiring payment of tuition for the first semester or academic unit, instead basing the entire award on parent income levels for newly enrolled students.

Maintains full tuition coverage (100%) for students whose parents earn less than $50,000 annually and reduces coverage incrementally to 50% for those with parents earning between $90,000 and $100,000 annually.

Effective date: November 1, 2012, with provisions applying only to students enrolled in the program after the 2013-2014 school year begins.
