Removes authority of the State Board of Veterinary Medical Examiners over the Board of Commercial Pet Breeders, making the latter an independent board.

Creates a law enforcement division within the Board with professional law enforcement officers who must have five years of experience or a four-year degree in law enforcement/related field, or ten years of law enforcement experience.

Allows the executive director or, in their absence, an executive officer to authorize necessary disbursements for implementing the act.

Modifies penalties for violations, including fines up to $500 for basic violations and $1,000 for interference with inspections, with added authority for civil monetary penalties and animal seizure upon court order.

Effective date set for November 1, 2012.
