Requires owners of hospitals, churches, theaters, hotels, motels, apartment houses, rooming houses, dormitories, rest homes, nursing homes, day nurseries, convalescent homes, auditoriums, child care institutions, and other residential structures where people sleep to install carbon monoxide detectors in accordance with nationally recognized codes and standards adopted by the State Fire Marshal Commission.

Mandates that beginning July 1, 2012, all new construction or remodeling of residential dwellings with fossil fuel burning heaters or appliances, fireplaces, or attached garages requiring building permits must include carbon monoxide detector installation within 10 feet of each sleeping room.

Defines "carbon monoxide detector" as a device designed to detect carbon monoxide gas with an audible alarm, powered by battery or alternating current, and tested and listed by a recognized testing laboratory.

Establishes penalties of $50 to $100 for violations or tampering with installed carbon monoxide detectors, except during inspection, maintenance, or replacement.

Prohibits municipalities from enacting ordinances imposing greater requirements than state law; authorizes State Fire Marshal Commission to promulgate enforcement rules and allows municipalities to enact ordinances to enforce those rules.
