Establishes a Chief Children's Advocate position within the Office of Juvenile System Oversight under the Oklahoma Commission on Children and Youth, requiring an attorney with at least 3 years' experience.

Transfers certain investigative duties from the Office of Client Advocacy to the Chief Children's Advocate, including investigations of abuse, neglect, sexual abuse, and sexual exploitation in specific settings outside the home.

Removes certain duties from the Commission on Children and Youth including the requirement to establish a system of certification for shelters managed by the Department of Human Services.

Amends public disclosure requirements in child welfare cases to allow release of certain information about investigations and prior reports when a person is criminally charged with causing a child's death or near death.

Requires the Office of Juvenile Affairs to establish a certification system for shelters managed by the Department of Human Services in accordance with the Child Care Facilities Licensing Act, effective November 1, 2012.
