Amends 36 O.S. Section 307.3 to clarify that the State Insurance Commissioner Revolving Fund excludes fees paid to the Insurance Department Anti-Fraud Revolving Fund and other specified funds, with 76.5% of collected funds transferred to the General Revenue Fund.

Amends 36 O.S. Section 307.5 to establish the Insurance Department Anti-Fraud Revolving Fund for investigating insurance fraud, funded by fines, penalties, and insurance-related crime recoveries, with 25% of collections transferred to the Attorney General's Insurance Fraud Unit.

Amends 36 O.S. Section 362 to reduce the annual anti-fraud fee from $750 to $500 per regulated entity, with quarterly payments of $187.50 or annual payment due by July 1, and requires transfer of 25% of quarterly collections to the Attorney General's Insurance Fraud Unit.
