Amends 26 O.S. 2011, Section 7-114 regarding voter identification requirements for elections.

Removes the exception allowing voter identification cards issued by county election boards to bypass the photograph and expiration date requirements for proof of identity.

Requires all acceptable identification documents to include a photograph and valid expiration date (except ID cards for persons 65+ years old issued under 47 O.S. Section 6-105.3).

Allows voters without acceptable ID to cast a provisional ballot after signing an oath statement, with false swearing punishable as a felony.

Effective July 1, 2012, with emergency declaration for immediate implementation upon passage and approval.
